Maoists lose crucial ally in presidential race

Kathmandu, July 18 : Nepal’s first presidential election Saturday, that would elect a new head of state to replace deposed king Gyanendra, turned into a fierce joust among the top parties, with the last ally of the Maoists threatening to withdraw support at the nth hour.

As the three candidates from Nepal’s three ruling parties Friday began campaigning in the caretaker parliament to garner majority support among the 594 members, Ram Raja Prasad Singh, the Maoist nominee who had seemed poised to sweep the polls, received a glancing blow with the Madhesi Janadhikar Forum (MJF) saying it would not support Singh unless the Maoists returned the favour.

The MJF is asking the Maoists, the largest party in the house, to withdraw their candidate, former parliamentarian Shanta Shrestha, from the race for vice-president and support MJF nominee, former judge Parmanand Jha. Otherwise, they have threatened not to vote for Singh in a contest where their vote is crucial for victory.

Though a merely ceremonial post, Nepal’s presidential election has generated surprising animosity among the top parties and is now threatening to derail the fragile peace process as well. The Maoists made a bitter enemy of Prime Minister Girija Prasad Koirala and his Nepali Congress (NC) party by fiercely opposing Koirala as president, saying the 83-year-old’s age and failing health disqualified him for the post.

As a result, the NC, that has 113 seats in the house, has announced it would not join a Maoist-led government. Read the rest of this entry »

Gorkhaland: An unrealistic proposition

THE FRUITLESS bipartite talks between the West Bengal chief minister and the Gorkha Janamukti Morcha (GJM) have added a fresh lease of life to the Gorkhaland movement. Apart from this, a public announcement of the GJM leader Vimal Gurung to create Gorkhaland before 2010 and to go underground for six months before that has also breathed life into the movement. Sikkim’s Democratic Front leader and former state chief minister BB Gurung’s claim for the separate state of Gorkhaland is another contributor to the recent turn of events.

It may be noted that all these developments have shaped up in the same day. At the same time, these series of events have given birth to the question on the future of the hill queen, its added localities and its people.

The biggest question that romps on the current political situation is that whither goes Darjeeling? Will the state and the Centre ever allow the separation of West Bengal and creation of a new state? If so, at whose cost and for what reason? If not, what will be Gurung’s strategy? Will he follow the path of Ghising for a blood shedding movement? And even if Darjeeling gains its separate statehood, how will it run without having a strong economic backup?

It is anybody’s guess that the Centre will not bow down to the demands of the GJM, considering the demand on ethnic issues. Once the claim is approved, ethnic issues in other states too will gain momentum and that will be horrible to tackle. This will be a very costly proposition because the base of the movement lies in separatism – the most vulnerable danger before the central government. Another issue, which is more important, is the demographic situation of Darjeeling. Being a northern border area, Darjeeling has always posed threat of foreign aggression. Leave aside the immigration issues, largely related with illegal intrusion. This threat will mount manifold if Sikkim joins the movement because Sikkim is close to China. China has already claimed a part of Sikkim and Arunachal Pradesh. The movers claim a bigger state with the inclusion of the Terai region. This is also a foolish proposition because this will give birth to serious political trouble and ethnic issues. Communal clashes are also not overruled. Is it believable that the Bengali population of the Terai region will accept the rule of the Gorkhas to remain as second class citizens?

So what will be Gurung’s stand in the expected scenario? He will go underground, as announced an definitely the announcement is not to hide from the movement but more evidently for initiating something more vigorous, even if it is not in the style of guerilla warfare. Is the state and the Centre ready to undertake the trouble of a greater master-plan to disturb the country’s communal and demographic fabric?

However, the most vulnerable point to be discussed in different forums is whether the Gurungs will be able to run, perhaps, the smaller state Gorkhaland without having enough revenues? And whether West Bengal will agree to abandon the revenue whatever may be the amount, being collected from the hill corner?

Administering a state without sufficient revenue generation is an imprudent offer because it is not like running a small family. The poorest family can only survive on begging. And in the case of Gorkhaland, the Gurungs will have to survive on central aids and subsidies. This is more troubling than freedom. Read the rest of this entry »

Nepal police break up Tibet protests, 118 held

KATHMANDU (Reuters) - Hundreds of protesters calling for independence for Tibet protested in the Nepali capital of Kathmandu on Friday, and police said they took 118 demonstrators into custody for organizing anti-China demonstrations.

Many were Tibetan exiles shouting “We want free Tibet” slogans. They burned an effigy of the Chinese President Hu Jintao near a consular office of the Chinese embassy in the Nepali capital.

They were then hauled into police vans and trucks and taken to detention centers. A police official said they would be freed later on Friday.

Tibetans have protested regularly in Nepal since the deadly Chinese crackdown on riots in Lhasa and other parts of Tibet in mid-March.

More than 20,000 Tibetans still live in Nepal since fleeing their homeland after a failed uprising against Beijing in 1959.

British Minister Brown to support new government in Nepal

Kathmandu, July 18 : British Foreign Office Minister for Africa, Asia and the UN, Lord Malloch Brown here today said that his Government will continue its support for the new government in Nepal, irrespective of the party in power.

When questioned about support to a Maoist lead Government, Brown said that it would make no difference as the Maoists were an elected party in the Constituent Assembly polls.

He also reiterated his government’s readiness to help the Nepal Government in bringing about peace and work of economic development of Nepal.

Brown will meet Prime Minister Girija Prasad Koirala, different political leaders, civil society leaders, government officials, UN officials and diplomats during his visit to Nepal, Nepalnews reported.

EX-REBEL NOMINATED TO BE PRESIDENT

A 72-year-old politician who once faced a death sentence on charges of bombing targets in the capital city Kathmandu is likely to become Nepal’s first president.

Members of Nepal’s Constituent Assembly are scheduled to elect the first president of the new republic on Saturday.

Ramraja Singh was nominated as their candidate to contest the presidential election by the Communist Party of Nepal (Maoist), the former communist rebels who have emerged as the largest political party in this Himalayan nation.

The Maoists have 220 members in the 601-seat assembly.

Mr Singh has the backing of three other smaller political parties representing the Madheshi, a minority ethnic group in southern Nepal who have been campaigning for autonomy and greater rights.

Three candidates in fray for Nepalese Presidency

Kathmandu, July 18 : Three candidates from the CPN-Maoist, the Nepali Congress and the CPN-UML are in the fray to contest the July 19 Presidential elections in Nepal.

For the post of Vice President, four candidates backed by the Maoist, the Nepali Congress, the CPN-UML and the Madhesi People’s Rights Forum (MPRF) are contesting the election.

The Maoists have proposed Ram Raja Prasad Singh, a left leader from Koiladi Village Development Committee of Saptari for the post of Presidential and its Constituent Assembly (CA) lawmaker professor Shanta Shrestha for the Vice President’s post.

Similarly, the Nepali Congress has registered its General Secretary Dr. Ram Baran Yadav for the President’s post and Maan Bahadur Bishwakarma for the Vice President’s post.

The UML has proposed the name of Ram Prit Paswan, Nepal Assembly Vice-Chairman of then bicameral parliament for the post of President and central member Asta Laxmi Shakya for Vice President.

The MPRF said it would support Ram Raja Prasad Singh, proposed by the Maoists, for the President’s post. It has registered the name of Parmananda Jha, former Justice of Nepal Supreme Court, for the Vice Presidential post.

The candidates will be contesting in the elections that will be held at the International Convention Center on Saturday from 11am to 2 pm. Read the rest of this entry »

SCRAPPING OF HYDEL PROJECTS: A WELCOME STEP

We would like to thank the Chief Minister, Pawan Chamling for taking a bold step in scrapping the 51 MW Bhasmey Hydel Project in East Sikkim and all other hydel projects mainly the 71 MW Sada-Mangder and 96 MW Rongni Chu projects and also four projects in Dzongu in North Sikkim.

This is a historical decision which will go a long way in minimising the social, demographic and environment impact of dams in the State. Most importantly, the overcrowding due to large influx, which could have dangerous consequences of the small size of our State can be avoided. Even one percent influx would cause demographic disturbances in the State. Our fragile ecology cannot sustain so much activity.

Our area in Bhasmey is very dry and there is very little agricultural activities carried out here. There is always a shortage of drinking water, the monsoon is short and few families have their children in government services. Government benefits/facilities and schemes hardly come to these backward regions of Bhasmey.
We welcome the scrapping of the Bhasmey Hydel Project because we are of the opinion that such mega hydro power projects will not really benefit the poor, and also have great impact on our society and the environment.

Instead, we would like to request the Chief Minister to provide us with the latest technologies and techniques for modern agricultural farming, poultry, piggery, diary farming, fisheries, orchards etc. All these would give us much more avenues for income generation and employment and happiness rather than commissioning big hydel projects like 51 MW Bhasmey Project which will only make us poorer as we have seen in the Teesta V project where some of our own relatives and friends have lost everything from their agriculture land to house, cattle, etc. and are living like semi- refugees in their own homeland.

Hingdaam landslide cuts off West Sikkim from the rest of the State – Tashiding and Yuksom villages severely affected

GANGTOK, July 17: Incessant rains have caused wide-spread damages across the State. A land slide that occurred in lower Hingdaam in South Sikkim has badly affected the Tashiding and Yuksom villages in West Sikkim. This land slide, which has been continuously occurring since the last two years has become a great challenge for the residents of West Sikkim, cutting off a vital road link.

This landslide area is positioned between Ravangla, South Sikkim and Tashiding, West Sikkim on the only road connection to Tashiding. Due to this landslide, which has blocked the vital road link, the Tashiding village is suffering from the lack of essential commodities including food items which has also caused a price hike in these areas.

Due to this landslide and subsequent road block, some vehicle drivers are taking advantage of the situation. According to the locals, before this landslide occurred, the taxi fare to Legship to Chongrang was Rs. 30 but now it is Rs. 40. On the other hand, to reach landslide area from Legship which is one and half kilometers, one has to be reserved the whole vehicle which is costs Rs. 50. Risking their lives, the local people have to walk though the landslide zone to reach other side from where they take another vehicle to reach their destinations. The rise in the prices of both essential commodities as well as transport fares is taking a toll on the villagers. Read the rest of this entry »

Post discussions with the Government authorities, the Organsiations have withdrawn the economic blockade.Notably, post the Naga aggression on Assamese villages which had left 3 people dead, the AJYCP, Gorkha Association alongwith the AASU and some other groups had come together to enforce a economic blockade on the roads leading to Nagaland. AASU had earlier withdrawn from the  economic blockade on humanitarian grounds on 11thof July 07.

Chief spokesperson of Gorkha Autonomous Council Demand Committee (GACDC) the political wing of All Assam Gorkha Students’ Union (AAGSU) in Assam Mr. Purna Chetri speaking as a Special Guest of Honour  at the 194th Bhanu Jayanti and 1st Bi-nennial Conference of Bokajan Regional Committee of AAGSU at Talbalijan Birsa Munda Mini Stadium, Sariahajan (Bokajan) in Karbianglong extended full co-operation to the Gorkhaland statehood demand in West Bengal. He added that the culture, tradition and language of Gorkhas no where resemble the counterpart Bengalis so there is no means of staying within the same geographical entity. For the larger interest of Gorkhas the Govt. of West Bengal and Govt. of India should create Gorkhaland within the territory of West Bengal at the earliest possible without further involving in blood shedding politics. He informed the media and the general people that AAGSU and GACDC two apex bodies of Gorkhas of Assam in a resolution have supported the statehood demand of Gorkhaland. He even called upon the state government to fulfill its promise of providing Gorkha Development Council for the all-round development of Gorkhas of Assam. It needs to mention here that over the past few years after the silver jubilee of 1976 born All Assam Gorkha Students’ Union (AAGSU), the student body has been demanding Gorkha Autonomous Council (GAC) within the territory of Assam on satellite basis meanwhile the Chief Minister of Assam Tarun Gogoi declared January 21st in the open session of Assam Gorkha Sammelan at Digboi to provide Gorkha Development Council along with six other agitating communities.

Guide book on Red Pandas released – “My Red Panda” provides an insight into these reclusive animals

GANGTOK, July 17: “My Red Panda”, a guide book published by the Himalayan Zoological Park at Bulbulay, is an ultimate guide to the reclusive Red Pandas, Sikkim’s State animal and an endangered species. The is the initiative of the Himalayan Zoological Park at Bulbulay, a unit of Sikkim Forest, Environment and Wildlife Management Department in collaboration with WWF (World Wildlife Fund) India-Sikkim programme office. The guide book was officially launched by State Forest Minister, Sher Bahadur Subedi at a function held at the premises of park here today.

While the handy guide book has a lively picture of a Panda pair in its front cover page, the colourful Red Panda pictures inscribed in some of its 17 pages inside the book alongside the vivid and vital information about the animal, its behaviour, habitat and food habits is a must read for everyone- in particularly the animal lovers from across in the State.  The guidebook has been designed by Ms. Priyadarshinee Shrestha, with the contribution of photographs and text by Dr Alex Gebauer, Dr Dipankar Ghosh, Guth Lepcha, Dwaipayan Banerjee, Dr Madan Shankar and Rajarshi Chakraborty. About 1,000 copies of the guidebook have been printed.

Speaking to mediapersons, Dr Madan Shankar, Deputy Director for Parks and Zoos division of Forest Department highlighted that the Gorlitz Zoo in Germany and the German Zoo Director’s Association has funded some 800 Euros through WWF-India to publish the book.  It may be mentioned here that a workshop on PHVA (Population, Habitat Viability Assessment) of Red Panda was organized by Red Panda Stud Keepers Association based in Netherlands at the conference hall of Forest Secretariat in 2006, wherein the same Dr Alex Gebauer, Director to Gorlitz Zoo in Germany had also attended. First assurance on Gorkhaland, then crucial vote – GJM makes Gorkhaland a pre-condition for voting in favour of the UPA

DARJEELING, July 17: The Gorkha Janamukti Morcha (GJM) has said that the Congress MP from Darjeeling Dawa Norbula should vote for the United Progressive Alliance (UPA) government during the confidence motion slated for July 22 only if the Centre makes a commitment on the creation of a separate state of Gorkhaland.

“We want him to support the ruling UPA only if it decides to support Gorkhaland. If the UPA does not do so, then Norbula should vote against the government,” GJM general secretary Roshan Giri said here yesterday.
According to sources, the GJM president Bimal Gurung has categorically told this to Narbula over telephone.
“We want Norbula to vote for the UPA government in the July 22 trust vote only if there is commitment by the Centre on the creation of Gorkhaland; otherwise he should not vote in favour of the government,” Mr. Giri said.

He went on to categorically say that if Norbula fails to do so, then the people should not allow him to enter Darjeeling ever again. Dawa Norbula was elected to the Lok Sabha from Darjeeling on a Congress ticket in 2004.  The Congress-led UPA government faces a crucial floor test in the Lok Sabha July 22 to prove its majority in the wake of the withdrawal of support to it by its erstwhile Communist allies over the India-US nuclear deal.

GJM vice-president passes away

DARJEELING, July 17: The vice-president of the Gorkha Janamukti Morcha (GJM), Kaman Singh Ramudamu passed away in a hospital in Kolkata today. He was 78. Mr. Ramudamu has been unwell for some time and was under treatment in Kolkata. According to family sources, his body will be brought here tomorrow for the last rites.

The veteran social worker and politician was the president of the All India Scheduled Caste Forum and was one of the most prominent activists fighting for the rights of the SC community.

GANGTOK, July 17: Eminent littérateur and senior journalist from the State, Subhash Deepak, was today conferred with the Khangchendzonga Kalam Puraskar for his tireless contributions towards the promotion and propagation of journalism on the occasion of the 6th anniversary of the Press Club of Sikkim held here today.

Mr. Deepak is a noted writer and a veteran translator has been a prominent figure in the field of literature and journalism in Sikkim for more than 30 years. Recipient of several local, regional and national awards, including the Sahitya Akademi, award for translation and the Bhanu Puraskar conferred by the Nepali Sahitya Parishad, Sikkim, Mr. Deepak has authored and translated many books. He has also edited many literary periodicals and magazines over the years. He is also the publisher/editor of Wichar Nepali weekly newspaper, which completed its 25th year of uninterrupted publication in 2005. Mr. Deepak writes in Nepali, Hindi and English. Nepal: The Coming Constitution and the Issue of Transformation

The Nepalis have never obtained an opportunity to draft their constitution by themselves. So far they have been ruled by the constitutions designed by individual elites and traditional power-wielders. In other words, feudal forces in different forms have ruled the Nepali society for centuries.

The historical mass movement of 2006, despite counterrevolutionary efforts to re-frustrate the Nepalis, has created in them a bright hope for total transformation of their lives. It is believed that the recently elected Constituent Assembly could be utilized for the long-waited transformation of the Nepali society.

Total transformation becomes an empty talk in absence of political, economic and social transformation.

There has been little debate about the political transformation in the country. Political communication has been a forgotten part of political affairs. Indeed, no democracy can thrive in absence of adequate communication on political transformation.

Some political parties mistakenly think that democracy is their own ascendance to power, continuous corruption, elections and the maintenance of status quo. But people’s life status teaches us many things regarding what is democracy and what is not.

In fact, political transformation mainly involves the task of transforming the mindset of political players. Building up healthy and morally cultured political players is inalienably concerned with the process of political transformation. Educating, re-educating and continuously refining political minds are essential for transforming political mindset.

A change-resisting mentality cannot address the latest needs of human society. Such a mentality is used to understanding socio-economic relations in a superiority-inferiority perspective. This perspective, disguised in subtle ways, basically works against the universal human values of equality, liberty and fraternity.

Besides, political culture is a vital ingredient of political transformation. A set of thoughts and behavioral codes can shape up political culture. So long as political leaderships cannot follow moral obligations towards people as self-guiding rules, a good political culture cannot grow in the country. But a politically untransformed political party cannot work to transform the country. It cannot give a clear vision for the people to go ahead.

Once political parties genuinely engaged in the process of transforming themselves, its positive impact will be seen on their regional, district and village units, which are people’s political channels. Thus, political transformation within political parties is closely related to the country/s overall transformation process.

The economic transformation of the country is impossible without political transformation because policy formation is mainly guided by political forces. In fact, economic policies reflect the nature of political mindset. The nature of economic policies further reflects the nature of class prejudices in the national economy.

Some people have the misconception that investment and technologies determine economic policy formulation. Investment and technologies influence economic policy formulation but do not determine it. Political forces are the chief decision-makers in the orientation of the country’s economy. In the context of Nepal, the prosperity concentrated among the elite members of society shows the lack of economic vision to economically empower grassroot people in the country. Nepal’s national economy is mainly based on personal commission-making that lessens the country’s production capacity as well as people’s creativity. When national economy is far more import-oriented, there cannot be balanced between consumption and production. Consequently, the nation becomes a mere consumer of the products and services of multinational companies. The productivity of citizens is used more on selling imported products than on producing to export. Because of this, the income out of the remittances of the Nepali citizens working abroad goes back to foreign countries. Read the rest of this entry »

60 Dalit Families Displaced

Feudal lords in Sunsari district of Nepal have forcefully dispalced almost Dalit families. Reports say these feudal lords are personal sypathizers of outcoming Prime Minister Girija Prasad Koirala. The displaced landless nad homeless people voted for Maoists in the 10-April Constituent Assembly poll. The Nepali Congress in the district lost its hold there as Maoists, including some racial parteis, emerged as the latest forces. Outgoing Prime Minister Girija Prasad Koirala was seriously hurt by his daughter Sujata’s defeat in the the district, their place of origin.

Local sources based in Sunsari district say that fedual lords, backing feudal monarchy till the eve of republican declaratrion, have begun to take revenge against the working class people sympathizing with Maoists, the key forces in demonarchializing Nepal.

No reports of security actions against the oppressors have come in yet.

The major media houses have ignored this major anti-human rights.
