SIKKIM: Emphasis on human resource building in this term: Chamling CM makes a slew of announcements in rural development, education, tourism and transfer system

Gangtok: Stating that around 3 lakhs employment opportunities will be created in the next five years in various sectors of Sikkim, Chief Minister Pawan Chamling today said that the thrust of his government in this fourth term will be to create a capable human resource in the State to take these opportunities.
“We have created a lot of opportunities in the past three terms and now we will create a skilled human resource in Sikkim in this fourth term. In the next five years, there will be around 3 lakhs employment will be created directly or indirectly in Sikkim in fields like power, industry, horticulture-floriculture and tourism. Hence, our priority in this fourth term to prepare our people as a skilled human resource to take benefits of all these opportunities”, said Mr. Chamling during the ‘Sampoorna Kranti Diwas (Total Revolution Day)’ celebrations of the ruling Sikkim Democratic Front (SDF) party here at the party head office.
Highlighting his recent five tour of New Delhi where he met a host of Central leaders and ministers, the Chief Minister said that Sikkim will soon have the ultra modern G3 telecommunication technology. “After Delhi, Sikkim will be the second State in the nation to have the ultra modern G3 telecommunication technology. I have taken up this matter will the Central ministers”, he said. He informed that Sachin Pilot, Minister of State, Communications and IT is already in Gangtok for this purpose.
Mr. Chamling further said that the 100 days goal of his government to complete micro level verification of the villages in Sikkim. “In the first 100 days of our new government, micro level verification of all the villages in Sikkim will be conducted and data will be collected. The data will be on the socio-economic aspects, employment pattern, land holdings and other aspects. We will use this data and assist each family and provide the required benefits and opportunities to them”, he said.
The Chief Minister has also directed the State rural development department to formulate a village action plan to study all the villages in Sikkim. We will try to hire consultants from Switzerland and develop our villages in the lines of Switzerland villages, he said. He added that exemplary projects will be taken in each of the 31 territorial constituencies of Sikkim.
Keen to bring efficiency and transparency in the bureaucracy in Sikkim, Mr. Chamling announced that a system will be made to ensure that every official is transferred to new posting after every three years. “I have already directed the Director General of Police and Department of Personnel to implement this system,” he said.
Another landmark initiative is also set to be launched in the education sector of Sikkim.
The Chief Minster announced that top five students in Class V examinations from each District will be enrolled in Tashi Namgyal Academy or other good educational institute in Sikkim and the Government will be bearing all the educational expenses.
And the top five students in the State in the Class V examinations will be given education in Doon School or other reputed public schools in the nation and the Government will sponsor their education, said Mr. Chamling. He said that interest free loans will be given to students who want to study outside the State.
The Government will sponsor to those students who manage to get admission in any of the top 20 universities of the world, said Mr. Chamling.
The Chief Minister also informed that a 15 seater helicopter will be soon operating from Sikkim. We are also bringing another private 13 seat helicopter to Sikkim, he said.
Mr. Chamling also informed about the plans to have a modern hospital with all facilities in Gangtok. Two multistoried parking stands will also be created in Gangtok with provisions for recreational facilities and food courts, he said.
At the outset, the Chief Minister who is also the president of the ruling SDF party dwelled on the significance of the ‘Sampoorna Kranti Diwas’. “The revolution of that time was different and the revolution is now different. The revolution now is for Sikkim Nirmaan. For this revolution to be successful, we need sacrifices and hard labour”, he said.
Mr. Chamling also expressed his disappointment over the lack of acknowledgement of the people. “People are enjoying the fruits of the sacrifices and hard labour of SDF but people are not grateful or thankful and never acknowledge our sacrifices”, he said.
The SDF president also made a frank admonishment of his party and party workers.
“We are losing our ideals and founding principles and are pursuing individual agendas. Our party is being lost on individual interests. We must remember why we formed the party. Our mission was to deliver equal rights and benefits to all the Sikkimese people. But today we have forgotten our ideals. Some of our party leaders are not honest to the principals and programmes of the party. Our political programmes are development of infrastructure and intellect in Sikkim”, said Mr. Chamling.
