PARLIAMENT WATCH: Gorkhaland issue raised by Rudy at Rajya Sabha yesterday

SHRI RAJIV PRATAP RUDY (BIHAR)*: Sir, I would like to make a Special Mention on the issue of Gorkhaland. Sir, Darjeeling was struck by Cyclone Aila on 25-26th May, 2009 causing extensive damage in terms of property destroyed and roads and highways washed away and more than thirty two lives were lost in the devastating landslides. The damage to the hill district’s infrastructure has been immense and deserves a special consideration for relief and rehabilitation. Hence, the Prime Minister must send a special team separately and earmark separate funds for the Darjeeling catastrophe, carving it out from the grant sanctioned in the Union Budget for the State of West Bengal. More so, this has added to the woes of the Queen of Hills which is already battling with other issues of development giving voice to their long-pending demand for a Gorkhaland. While similar sized hill destinations have the status of a State with a population much lesser like Sikkim and other States, the education and health infrastructure in Darjeeling is almost non-existent. The Hills do not have a single university for higher education. Absence of any medical college for health and education is another glaring example of its backwardness.
The hills do not have a single technical or professional institution thereby compelling large scale migration of unskilled youth to other parts of the country. The Gorkhas of the Hill districts have made enormous contributions as a premiere fighting force not only in India, but abroad as well and now the persistent neglect is compelling them to press for their long-standing demand for a separate state of Gorkhaland.

What happens next is not that important and if I could tell what will happen next I would be the first CM of Gorkhaland! What is more important is what happens if we do not get Gorkhaland in time. Hundreds and thousands of Gorkhas from Darjeeling will migrate to cities like Delhi, Mumbai, Kolkata, Bangalore, Chennai and Hyderabad for work – both educated and uneducated. The locals in these cities will notice that the Gorkhas are eating up their jobs (which is scarce already). Organizations like MNS, Amra Bangali and Karnataka Rakshana Vedika will attack Gorkhas. Gorkhas will flee these cities and return to Darjeeling. Thus the same people who sneered at the Gorkhaland demand will be the frontrunners in demanding Gorkhaland then. This happened when the Maoists in Nepal targetted the Darjeelingey Gorkhas (most working as teachers in schools all over Nepal). Luckily these people could come back home and were absorbed in the then-rapidly growing BPO industry of India. Many went to the Middle-East, South-East Asia and Japan to work. Will history be second-time lucky for us?

bjp is in a enviable position…they have an mp from darj who has won with the largesse of the hills. on his own, he’d be lucky to get 10000 votes. he has entered the parliament but his priorities lie with rajasthan and inner wranglings of bjp. and bjp can promise and demand anything because they are not in a position to deliver anything and their failure will be rationalised for being out of power. so demand for gl will be put on record for the sake of tht and at the end of 5 years bjp will claim to have “tried really hard”!

Either way the Gorkhaland demand will always remain right? So why not get the demand fulfilled at the earliest instead of wasting time and resource?
What I said is not that far-fetched. Biharis and UPites were not thrashed in Mumbai for nothing – they ate up the local jobs. Two weeks back, the Karnataka Rakshana Vedike stormed an examination hall in Bangalore where a public-sector entrance test was going on and tore the answers scripts of the non-local candidates. Mulayam, Amar and Laloo spoke for the Biharis and UPites, who will speak for the Gorkhas? The balance hinges very precariously. If something happens to the Indian economy and India spirals into a recession (not always under the control of India), the situation can change rapidly – people will be fighting for jobs like how GJM and GNLF are fighting for tenders). What makes us believe that it may not happen? Afterall who knew a year back that there would be a global economic meltdown and 150-year-old companies would close down in the US?

The Deputy-Speaker of Rajya Sabha knows that all Mr. Rudy is trying to do is to mention the word “Gorkhaland” in Rajya Sabha and nothing more… is apparent from the remarks made by the Vice-chairman

It is apparent that Mr. Rudy is not sincere about our demand, he does not care if it is met or not, he does not care if it is even discussed seriously. He wants us Hill-Billy’s to be happy because the word “Gorkhaland” has been mentioned in Rajya Sabha… and seems like many of our people are thrilled at the fact…
If BJP is really serious about Gorkhaland, why can’t they ask the astute house to have a debate on the issue?? What’s the point in raising the WORD “Gorkhaland” [and not the issue]? when Mr. Rudy knows that he will be told to not discuss it?? The least that BJP could do for us would be to have both the houses of parliament to have a discussion on Gorkhaland.
Moreover, I am sure if you followed the parliamentary proceedings when Dawa Narbula was the MP.. you will find that he has mentioned “Gorkhaland is the only solution to Darjeeling problem” [said before Parliamentary Standing Committee on Constitution Amendment]

I think you need to watch Lok Sabha TV to understand what I am trying to tell. It is a fish market out there. Just to get the word of Gorkhaland resonate in the Rajya Sabha is a positive move when hundreds of other issues are vying for attention in the house. Now this is happening in the Rajya Sabha where GJM doesn’t have an MP but BJP is taking it up there too. Mr. Jaswant Singh will surely take it up in the Lok Sabha too. No Congress MP could have done what BJP is doing for Gorkhaland. Dawa Narbula would be sitting in the last benches of the house pleasantly dreaming of god knows what.

Just because we have the means and the capacity to express our views doesn’t mean that “our” problem alone is the biggest problem. There are more than a lakh people who earn Rs 65 per day in the tea gardens of Darjeeling. They have live a live of hell for centuries now without a glimmer of hope. They neither have the ability or the reach to shout their anger like what #27 did – but I tell you if they could scream out all their frustration, fear, oppression, downtroddennes, poverty, hunger and voicelessness, many of us here wouldn’t eat for days.

i well appreciate your empathy for the plight of the tea garden workers…i sincerely wish your concerns were shared by the GJMM top brass also..the problems of the tea garden workers have nothing to do with identity..after all the adivasis share a worse fate…but then the refrain in the hills especially in the days and weeks leading up to the MP elections have always been..’our issue is identity not development’…

Have you heard of places called Dhandabad, Khandamal, Jojo bera. the average daily wages for people there used to be Rs35. They are the miners who risk there lives so geeks like you and me can have the luxuries of steel and other metals.
What you and your likes need to understand is see GUNDA land is not the answer to these problems. Atleast they are earning Rs65. With this indefinate strike and the whims of Bimal GUrung contuning even this will dissaper.

Though Rudy may be obliged to act according to his party s whip, the important character of the plot is neither the Rajya Sabha leader nor Rajnath Singh.
Unless n until ,Jaswant Singh brings a private bill for GL in the Lok Sabha, nothing concrete can be expected. This whole drama seems to unfold just to soothe and pacify the ruffling feathers of gjmm.
Jaswant must convince his party MPs of both houses and also bring into confidence his NDA legislators before bringing a private GL bill for discussion in the lower house.
A mere uttering in The Rajya Sabha ,I think, won t bear much fruit.

But we haven’t yet heard one positive thing you could convey in this blog. So sad.
I am neither a Robin Hood nor a Richie Rich. I have seen poverty at its worst and that affects me the most. I make my living today but still feel for the poor and the voiceless people of Darjeeling, especially the tea garden workers. If I can say something on their behalf I feel it goes a long way in creating awareness of the plight of these people in Darjeeling.

People like you visit me often – hot and fuming – but sadly India has no patience for such emotions. As Patley says India has this great power of causing attrition by stonewalling things. People like you will crash on these walls and perish in no time. We need sustained effort to succeed. There are many miles to go and many hurdles to overcome till we succeed in Gorkhaland – the journey is not easy my friend. So you need to keep more patience.
